December 7 – As a reminder, the Cumberland Mountain Retreat is transitioning to new accounting software, and already has updated & enforced accounting rules in place. It’s a huge job. The Board may place liens on any past due balance that persists for a period of 6 months beyond the original due date, and by State Law can do so within 30 days. If you have a past due balance and put your home or property up for sale, you may be subject to a lien as allowed by law. You may also be subject to other legal actions. Using the POA and your community as a “bank” will cost you, and casting your debt upon an unsuspecting buyer is bad form. The POA doesn’t support unneighborly conduct or fraudulent activity.

Halloween Party

Per Board Directives in 2024, all past due balances by Members of the POA (ownership of property within the POA community) will be charged a monthly 10% finance charge/late fee. This generic notice has been in place for many years on invoices. (Only Members with payment arrangements for balances that maintain those payments are exempted.) The office delayed the action until October 7 this year for members with smaller balances. Next year the FINANCE CHARGE DATE is APRIL 1. All payments not received by APRIL 1 will be charged retroactive to the FEBRUARY 1 due date each year. PREPARE YOUR FINANCES or prepare to use the POA as a “bank” – which we are NOT. You will be charged for the privilege of using your community, your fellow Members as a bank, and you risk losing your standing in the community, including the privileges that come with that. – CMRPOA Board

October 7, 2025 – The Indian Rock Lake Spillway and Bridge is preparing to open. The temporary bridge will be removed soon.

September 31, 2025 – The work on the Cherokee Dam is officially completed. The Board will continue to keep an eye on the condition of the dam, especially under the spillway. Members in the area are invited to do the same.

Join the official brain trust by joining the Board of Directors! As we discussed at the June 7, 2025 Meeting, all applications to be on the Board of Directors must be received no later than July 7, 2025 by midnight. These applications may be on paper or sent digitally to cmrpoa151@gmail.com. A new applicant needs to submit a willingness to serve, a biographical sketch, and a notice that they have read and are familiar with the Bylaws and the Declaration of Reservations & Restrictions. The willingness to serve would include a statement that the applicant will uphold all Bylaws and legal Reservations & Restrictions of the POA.
The CMRPOA has 5 spaces available this season, so have your applications filed as soon as you can. If you have already applied, we THANK YOU!

Required repairs to the Cherokee Dam are under bid until around July 4 (see bids requests for details), and may be awarded by the Board at the next Meeting. For details, see the Contractor Bids Page.

In June, modest repairs to the Pavilion continue. The Board is working on table repair and replacement, some of which will continue for several months. Ed and JP installed a new squirrel barrier for the attic and holes were closed in exterior walls on the west side. The leaking foundation was sealed on the south side by Ed. Electric work has been done, and all service restored by JP. Water service and the water heater have been restored and checked. A dehumidifier is in place for the time being. Other work is being investigated, or is underway. This includes the need to restore the hill immediately above and west of the Pavilion and build a rock channel to divert water away from the structure. Community support will be vital to continue this necessary restoration.


As of June 20, 2025 the Indian Rock Lake Spillway and Bridge is being demolished and a new design by Collier Engineering installed on O Camp Drive. Long vehicles with trailers may not be able to pass to the Office or to the Village. You should be aware of possible interruptions and delays during reconstruction.

By simple observation, firebreaks in the village have been an essential need. This especially true as more residents occupy their properties in a small heavily forested area with limited ways out. Roads have grown over the last 15 years and require attention. 90% of this effort is funded outside of POA monies, which is covered in Board Meetings. This process underway ensures safe passage in and out of the village during emergencies, a matter that has been neglected for years. Take note that the Village at Indian Rock Lake is private property, with the exception of the county road leading to it. This is per the choice of Cumberland County, who refused to adopt village roads as county roads. The office complex and village are private property and private roads until the county decides to adopt those roads. Until then, the POA is responsible to maintain these roads to the best degree possible for residents and members of the Retreat to respectfully use. This is our community responsibility as part of our list of priorities. Private property has different rules from public roads. Please observe the rules of the road and properly care for the facilities that we have.

Given time, the quality of the entire POA can be improved. You are a vital part of this transformation. Doing this on POA inexpensive yearly dues compounds the challenge. Your patience, cooperation and active involvement are appreciated. I’m sure you personally know about rising expenses to do anything. We are neighbors and depend on one another for support. We know how it is when you want to relax! Time to knock the cobwebs out and go for a fun blast! But not so fast!
The POA has posted speed limits that all residents and outsiders are expected to observe at all times. The village has a maximum speed limit of 15mph, and is all private property of the Retreat or the residents. The rest of the community is private property with county roads, which are set at 25mph or 35mph as signs post.

No racing of vehicles or excessive speed of any kind are permitted in the POA. This includes racing of engines and motors to attract attention. Do your racing on the trails and properties outside of the POA as allowed by law. Anyone seen racing or damaging our roads is subject to prosecution. WE ARE SERIOUS. Save yourself the trouble and do your speeding and noise making outside the POA.

The POA is working to do a YARD JUNK PICKUP* beginning in mid-May. The idea is to make the POA a cleaner, more orderly and safer place to be. This is being done by appointment. New Burn Pile Mandate Effective April 1, 2025
For all those that have used the “public burn pile” for lot wood debris and project clearing, the Cumberland County Fire Marshal now mandates that you burn lot debris at your lot and obtain a burn permit subject to the rules of the State of Tennessee. NO EXCEPTIONS. The POA will use the current location adjacent to 151 Beach Loop for burning of POA WOOD DEBRIS ONLY from POA projects and cleanup.
DO NOT BRING YOUR MATERIALS TO THE LOCATION OF THE BURN PILE at 151 Beach Loop FOR DISPOSAL.
Thanks for following the rules set out by the county.


Per a POA Board Decision, signs are being posted at the entrances and at key locations at the lakes. Cameras are being used in sensitive areas to patrol for vandalism. Illegal users will be removed. Vandals and fishing thieves will be fined and legally removed from the POA on a permanent basis. Vandalism will result in legal charges and prosecution.
Any member that is not paying dues or late on dues for any reason is NOT entitled to fish or use our private lakes in any capacity. Legal action will be taken as appropriate.

Per a POA Board Decision, QUIET HOURS are in force for the community. Please be respectful of your neighbors and their right to quiet enjoyment of their home and property.

Natural gas service is being offered to the Retreat community-at-large by the local provider. We need 15 households with deposits paid in order to bring natural gas service to the Retreat. If there is interest, we have a “sign up sheet” posted on the announcement board at the Pavilion on the green by the CMRPOA office. If there is interest shown on the sheet, the office will contact those interested so that they can go in to the provider to establish service.
