After the recent 5 inch plus downpour, a torrent of rain, we’ve seen problems with the infrastructure on the Residential and Village sides of the lake. JP is looking closer at the ascending hill on Retreat Drive from Cherokee Dam, and we are investigating solutions beyond county notification of the problem. The fact is, after a winter full of leaves and a huge torrential rain, clogged drainage ditches can be the norm. That is why we encourage property owners to keep on top of property maintenance, as this often affects your neighbors. Expecting everyone else to clean your ditches is not advised. (YOU SHOULD NOT BE AFRAID TO CLEAR BLOCKAGES IN DRAINAGE YOURSELF.) Living on a mountain can be challenging at times, there is no doubt about that, and can require extra work that you might not have in the city. I’m investigating to see what measures can be taken to resolve the matter as we work to get on top of the events caused by weather. Thanks for your patience. JP

The Board at the Cumberland Mountain Retreat is serious about the ROADS, and while the cooperation with the Road Department has been better, most of us believe a problem exists with the counties current operating philosophy. Therefore, after an interview, many of us endorse the campaign and election of Kevin D. Music for Road Superintendent. His approach of working from the borders of the county toward the city, and a history of operating under cost in Crossville, along with effective planning, is a WINNER for our county. As the President of the Board of Directors, I strongly suggest that you place your vote of confidence with KEVIN D. MUSIC. Thanks, JP

Saturday, April 4, 2026 @ 10AM. CMRPOA Board Meeting at the Pavilion. All members invited. Among the topics, a draft of new bylaws is being considered for content and discussion, including draft declarations. If you are interested in such things, and are a member in good standing, you are invited to attend with your input.
This is a reminder that personal property of any kind must not be left on common property or that property will be forfeited and removed by the POA. This includes, but is not limited to vehicles and boats.
Delayed Cherokee Dam signage and a picnic table has been added. A trash can is being added soon. The Board trusts that this will make use of the Dam all the more enjoyable for members. Remember that a Tennessee fishing license is required for fishing per State legal requirements. You should have the license on your person when fishing.

The POA front sign refurbishment is complete, with new stain, and with the rock bed fully redesigned and replanted for 2026. Thanks to 2 kind and industrious members, who prefer to remain unnamed. The Board is considering new lighting to better illuminate the entrance at night. Also on the table with the County are traffic redirection and road signage changes for the main entrance.

We are seeking new ideas on the actual sign, including better visibility. If you have suggestions for the actual sign design on the stone pedestal, the Board would welcome your ideas. The signboard is in real need of replacement with the idea of better visibility.

Its been a reasonably quiet few months in preparation for what is around the corner. For one, honest-to-goodness broadband is being installed throughout the Retreat, not the usual work-around stuff we’ve grown accustomed to.
Second, Ironwood Construction is starting on beginning phases for installation of the Village County Water System. The large pipe installation is supposed to begin at the end of March 2026, so work around the Indian Rock Lake Dam, including the connector into the county water system, is expected to commence soon. Yes, it’s late, but who is really complaining? Everyone that lives in the Village should prepare for water disruption and inconvenient roads this summer into autumn – as well as funding new meters and connections to your buildings and homes. The State will ultimately require the shutdown of the current antique Village Water System.
The Board approved partial demolition and reconstruction of the deck on the office building, which has been on the verge of collapse. Demolition began on March 2. It will be interesting to see how many of the materials the Retreat will be able to reuse. We shouldn’t expect much. If you would support the building of a ramp, please let the Board know. Otherwise, expect a deck half the size or less. The paneling on the lower front of the office also must be replaced, so that will be underway once the deck is removed.
Gravel work in the Village continues to encourage future development and expansion. However, the water system is the key priority this year.

We are continuing to work with Madeline Toy through Wallace in selling available properties in the area. The POA has some beautiful properties available, so if you are creative and don’t expect flat lots, this is the place to be – REALLY. This is a rustic paradise where we encourage building a regular full-time community over occasional campers and quick property sales. We encourage tiny homes, cabins and standard homes, and the new Bylaws are being built with this in mind.

We have an impending weather emergency upon us Friday night about midnight (Jan. 23). Ice and extended freezing temperatures are expected. While snow might seem to be a concern, ice is what will take the power out, possibly for some time. Everyone would be advised to keep their faucets dripping and to use extraordinary care, while carefully preparing.

CATASTROPHIC ICE STORM: Emergency Broadcast
While Sandy is expected to be working in the office on Friday the 23rd during office hours, JP will be making preparations and testing for the generator station for the village water district. The office will be closed next week as long as the streets are slick and impassable. Don’t guess. Call ahead or email us if you need to stop by after this major storm (if it comes off as advertised). If the electricity is off, the office is closed. You can leave payments in the door drop which has a drop box.

It is important that all members in the Village Water District keep their water dripping below 30 degrees. That does NOT mean a torrent, a gentle drip or slightly more please. Your failure to do this will likely result in your loss of water for the term of the storm and resulting freeze period afterward. Power is not guaranteed, and we have a generator with limited ethanol-free gas available. Rationing may be necessary. However, the pumping station must be in operation during temperatures less than 25 degrees. This could be problematic, so I encourage all members to keep a little pure gas on hand to assist with the cause – if you want to be sure you continue to have water. If we lose pump service, the water system could be compromised. Further, everyone in the village that is attached to a hydrant should be certain that their lines are leak free and protected with heat tape on the line. Otherwise, you should shut off your hydrant, disconnect your hose, and allow the hose to drain. All that fail to take appropriate action in the village risk compromising the system, damaging their structure, etc. This should be on your mind as the other members of the POA are not here to rescue you from your own neglect. Due to the outrageous frosty reception of some members at the office last year after a great deal of plowing work and expense, the POA is offering no plowing or brining services for 2026. The county will be managing the county roads (as usual) and the POA will be monitoring that. If you would like to see changes as far as road care is concerned, I humbly suggest you become more involved, and offer some constructive ideas and support. That would be most welcome. Working together, we can accomplish much. – JP
